EC says UK 3G mobile networks can't pass on historic 3G licence costs

In a letter sent to the UK regulator Ofcom, the European Commission has said it wants any attempt to recoup the costs of acquiring licences for the 3G spectrum in the UK to be based on the current market value, and not the 'inflated' prices that led telcos to shell out billions of pounds in 2000. Ofcom's current position is that it will allow UK mobile operators to recoup their 3G investments 'at cost' by increased rates for phone calls on their respective networks. Mimail-L starts its rounds

Another variant of the pernicious Mimail worm has been reported in the wild: Mimail-L. This worm, the variants of which are believed to be the creation of a single author, has previously tried to scan user's financial details, attack anti-spam websites and execute a PayPal related scam.
